Given the inherent relationship between the enhancement of new productive forces and the improvement of total factor productivity, the present study undertakes an in-depth analysis from a particular standpoint of education economics. Through literature and Delphi method, 16 influencing factors of new quality productivity empowering the digital transformation of higher education were identified, and the DEMATEL-ISM model was used to identify key influencing factors, and a multi-level hierarchical model was constructed. The study found that seven indicators, including the modernization of teaching content, the diversification of teaching methods, the improvement of teaching evaluation system, and intelligent campus management, are key factors for new quality productivity to empower the digital transformation of higher education. The influencing factors of new quality productivity empowering the digital transformation of higher education can be divided into four levels, namely: core foundation layer; basic support layer; intermediate promotion layer; advanced application layer. Therefore, it is recommended that the digital transformation of higher education in Yunnan Province should: strengthen the construction of information infrastructure and lay a solid foundation for digital transformation; establish a collaborative innovation platform to enhance scientific and technological research and development and resource integration; promote teaching model reform to improve education quality and diversification; optimize the education management system and strengthen intelligent management and decision-making support.
